Older person's bus pass

How to apply for concessionary travel if you are eligible by age.

An older persons bus pass gives free off-peak (9am to midnight within Oxfordshire) travel on local buses.

The age of eligibility for an older person's bus pass is now equal to the pensionable age for women, whether you are male or female. Between April 2010 and November 2018 this will increase from 60 to 65. To check your eligibility before you apply you can use this online calculator.

If you already have a bus pass with Oxfordshire County Council, you do not need to complete another application form to renew this. The only time you need to complete another application is when your pass has been lost or stolen.

How to apply

Applying online is the quickest way of applying for a new bus pass.

Simply:

  1. fill in some personal details so we can confirm your identity
  2. add a digital photograph or take one with your webcam during the application (photo guidance)
  3. add your preferred method of contact
  4. verify and submit your application.

If you have lived at your current address for less than three years, you may also be asked to send us proof of your address. You will be advised of this during the application.

In person

Take your supporting documents (see below) to your nearest participating library.

There are 11 libraries that provide a 'drop and send' service for your application and supporting documents. To use this service, you need to book a computer at the library beforehand. Either contact the library direct or book a computer online.

Participating libraries

*If you are visiting Oxfordshire County Library, you will be able to use the self-service computers located on the 2nd floor to make your application. These machines have an integrated webcam and scanner attached so you can take a photograph and scan any documents to support your application.

By phone

If you would prefer you can call us on 0345 310 1111 and we will help you make your application online. Calls are charged at local rate.

If you apply by phone you need to send us a recent photo to complete the application. You may also need to send proof of address if you have lived at your current address for less than three years. We will advise you if this is case during the application.

Supporting documents

The following documents are required for applications made in person.

Photograph

A passport-style photo, with your name and date of birth on the back, will need to be provided with your application. See picture guidelines.

Proof of address

One of the following documents is acceptable as evidence of residency.

  • Photocopy of a pension letter
  • Photocopy of a current driving licence - counterpart driving licence are no longer deemed an acceptable form of address
  • Photocopy of a recent utility bill*
  • Photocopy of a bank or credit card statement*
  • Photocopy of a council tax bill dated within the current financial year

*No more than 3 months old

Please do not send original documents as we cannot return them.

Proof of identity/proof of age

One of the following documents is acceptable as proof of identity/proof of age.

  • Photocopy of a birth certificate (plus marriage certificate if the applicants name has changed)
  • Photocopy of a pension letter
  • Photocopy of a valid passport - the identification page. If your passport is not an EU passport, a copy of the visa page is also required
  • Photocopy of a current driving licence – counterpart driving licence are no longer deemed an acceptable form of identity

Please do not send original documents as we cannot return them.

Renewing your pass

You do not need to reapply for your bus pass.

Two weeks before your current bus pass expires you should receive a new one in the post.

If you have moved address since you last applied you will need to provide proof of your current address. If you have not notified us in time and your renewal bus pass has gone to your old address, there will be a £10 fee to pay for a replacement to be sent to you.

If you are renewing your bus pass, you may need to provide another passport style photo.

Oxfordshire County Council will not refund bus pass fares incurred while applications for new or replacement passes are being processed.

Applicants who live in hostels

If your proof of residency is for a hostel address, you will be issued with a temporary one year pass.

Your pass will be sent to the hostel address and will not be automatically renewed.

You are not entitled to a bus pass if:

  • Your main residence is outside Oxfordshire or you have a second home in Oxfordshire which you do not occupy permanently
  • You have a visa limiting your stay in the UK, or you have no recourse to public funds
