DBS and Vetting process: Driver and/or Passenger Assistant OCC Supported Travel Badge

Obtaining a supported travel badge.

Before you start

DBS Checks and the DBS Update Service

From 1 May 2026, all new and renewal badging applications received via Xurrent will be submitted and processed exclusively through the DBS Update Service Route. 

This means, before submitting a new or renewal badging request, all applicants must already have an Enhanced Child and Adult workforce DBS with adult/child barred list check that is successfully subscribed to the Government's DBS Update Service on the GOV.UK website.

OCC Supported Travel DBS & vetting requests

Approved Oxfordshire County Council service providers are required to raise all applications on behalf of their driver and/or passenger assistant staff (including new, renewal, replacement, and additional badges), online via Xurrent:

New and renewal badging requests

Once your applicant has been issued their DBS and has successfully subscribed to the Government's DBS Update Service on the GOV.UK website, approved OCC Service Providers can then apply for an OCC badge for their staff member via the ‘New and renewal badge request’ on Xurrent using the Update Service Route. 

Renewals 

OCC requires drivers and/or passenger assistants to reapply for their OCC-supported travel badge every 3 years, unless changes in legislation, role responsibilities, or personal circumstances require reapplication sooner. 

Renewals are accepted up to four months in advance of a driver and/or passenger assistant's current badge expiry date. 

Safeguarding and Disability Awareness Training

All new and renewal drivers and/or passenger assistants must pass Oxfordshire County Council’s Safeguard & Disability Awareness training.

Course information 

Safeguarding and Disability Awareness Training costs £57.39 per booking.

Charges and bookings for training are made via the applicant's Xurrent badging request form. 

The cost of the course is subject to change. We aim to notify of any future cost changes with at least four weeks’ notice.

Joint Operating Framework (JOF) for the Transportation of Children and Adults with Care and Support Needs and Taxi Licensing in Oxfordshire

Oxfordshire County Council is in a Joint Operating Framework (JOF) with the Oxfordshire licencing teams as well as with TVP. 

The JOF (pdf format, 723Kb) provides a single set of minimum standards for agencies responsible for transporting children and adults with care and support needs in Oxfordshire, including vetting, training, awareness-raising, information sharing, policy alignment, enforcement activity, and quality assurance and monitoring.

Information about drivers is actively shared, including licence refusals, suspensions, and revocations. Should any information come to light that may affect the suitability of any driver and/or passenger assistant who holds or is applying to hold an OCC-supported travel badge, we reserve the right to reject an application and/or suspend their current OCC-supported travel badge, and that person will be unable to work on OCC transport contracts. OCC will also share information, where appropriate, with other JOF members and local authorities.
