Oxford temporary congestion charge: Car permit general terms and conditions

The terms and conditions agreed to by users of a temporary congestion charge permit.

By applying for a congestion charge permit you must read, agree with, and accept all of the terms and conditions set out below.  

  1. A valid congestion charge permit gives you a 100% congestion charge discount for vehicles nominated on the permit.  This means vehicles nominated on a valid permit can be driven free of charge through all six congestion charge locations shown on the map at Annex 1.
  2. A congestion charge permit is only required to drive a car free of charge through the congestion charge locations during their hours of operation.  No permit is needed to drive any other type of vehicle through the congestion charge locations free of charge.
  3. “Car” means a power-driven vehicle having at least four wheels used for the carriage of passengers and comprising not more than eight seats in addition to the driver’s seat.
  4. A congestion charge permit only allows you to drive free of charge through the six congestion charging locations shown on the map at Annex 1. It does not allow you to park on street, or drive through existing bus gates, low traffic neighbourhoods or any other traffic restrictions.
  5. You must support your application by providing the documentation required for each type of permit.  
  6. You can hold more than one type of permit, but you can only hold one of each type of permit at any one time.   
  7. We reserve the right to request at any time any documents to check that you continue to meet the permit requirements.
  8. You must notify us immediately if any of your relevant details change, or you no longer require a permit, by logging onto your account via the portal and making the necessary change.
  9. The Council can withdraw or cancel a permit at any time if you breach any of the terms and conditions.  
  10. All permits are free of charge and will be valid for 12 months unless stated otherwise.
  11. The congestion charge is a temporary scheme; the council intends to replace it with the planned traffic filter trial after Botley Road reopens.  All congestion charge permits will be cancelled when the congestion charge ends.  Most of the congestion charge permits will also be available as traffic filter permits, and you’ll be able to apply for these when the trial traffic filters start operating.  If you're applying for the same type of permit you held for the congestion charge, in most cases, you won't need to upload any new documentation to support your application.  
  12. To apply for some types of permits you'll need to be the registered keeper of the car which means you’ll need to be the person named on the car's V5C (logbook) issued by DVLA. If you have a company car or your car is on a long-term lease, hire purchase or other finance arrangement and you are not named on the V5C, you’ll need to provide evidence that the car is kept exclusively for your use.  
  13. For other types of permits, the car will just need to be registered at your home address.  This means the address of the registered keeper shown on the V5C will need to be the same as your home address (but again, we can accept applications for company/leased/hire purchased cars, if you provide the required evidence).
  14. The Council has the right to refuse an application, should it not meet the requirements for a permit to be issued.  
  15. It is the responsibility of the applicant to apply for their permit in good time, allowing enough time for the application to be processed. This includes renewals and change of vehicle.  We aim to process applications within 10 working days, but during busy periods it may take longer.  
  16. A pending application for a congestion charge permit does not allow free access through the congestion charging locations. Only upon confirmation of your permit being issued will you be able to pass the congestion charge locations without paying.  
  17. It is the responsibility of the applicant to ensure that the permit details are correct.  
  18. It is an offence to give false or misleading information. Failure to abide by one or more of the terms and conditions herein may lead to prosecution and the permit will be withdrawn.
  19. Oxfordshire County Council wishes to prevent fraudulent applications. If you know of or suspect fraud, in the first instance please contact the ANPR Enforcement team.
  20. The Council may, from time to time, in the normal exercise of its duties, need to restrict access through a congestion charge location (subject to normal traffic regulation order processes, where applicable).  
  21. Acceptable proofs of your home address are;  
    • Utility bill, financial statement, payslip or official organisation letter (NHS, HMRC, Benefits Agency, Local Council, etc), dated within the last three months
    • Council tax document for the current tax year addressed to you at your Oxfordshire property
    • Pages of a signed tenancy agreement that display names, property addresses, term dates and signatures
    • Letter from solicitors confirming your name, property address and date of moving
  22. Oxfordshire County Council may vary these terms and conditions from time to time. You will be notified of changes affecting permits you hold.
