About the A40 improvements

We are investing in major projects to deliver a new park and ride, new bus lanes, junction improvements, and better walking, wheeling and cycling infrastructure. 

Our plans to address traffic and transport issues will result in better transport links, support the creation of new jobs and housing, reduce emissions, and offer more sustainable travel options. 

The journey so far

Two of the projects within the A40 improvements work (A40 Oxford North and Eynsham Park and Ride) have already been completed.  A third project, the Access to Witney slip roads, is now under construction 

On 21 July 2022, the council’s cabinet approved the preferred option proposals for the A40 HIF2 Smart Corridor (comprising Duke’s Cut improvements, integrated bus lanes and extension of dual carriageway east of Witney). These options were developed considering output from the online public engagement events and liaison with key stakeholders. 

However, due to global inflationary pressures impacting since 2020, the A40 improvements programme was extensively reviewed between November 2022 and June 2023. On 17 July 2023, the county cabinet approved a new plan to deliver a revised scheme to provide bus lanes and improvements to active travel infrastructure along the A40. The revised scheme, the A40 Eynsham Park and Ride to Wolvercote scheme, has now been approved for funding by Homes England.

The new scheme connects the park-and-ride to the A40 and provides new dedicated bus lanes between Eynsham Park-and-Ride and Wolvercote. It also includes controlled crossings and upgraded shared-use paths to make walking and cycling safer along the historically congested A40 between Witney and Oxford. 

How it is being funded

 Funding for the various parts of the A40 improvement programme has been secured from several sources:

  • Department for Transport retained Local Growth Fund (LGF)
  • Homes England Housing Infrastructure Fund (HIF)
  • Oxfordshire Local Enterprise Partnership
  • The Housing Growth Deal (HGD)
  • various S106 developer contributions.
