Congestion charge exemptions and permits
Some vehicles are exempt from the charge and some people may qualify for a permit.
The congestion charge only applies to cars and motorhomes
You can use the DVLA's vehicle checker to check your vehicle's type.
If the 'vehicle type approval' is M1, the DVLA classifies your vehicle as a passenger car. The DVLA often classifies motorhomes as M1, so they too are subject to the congestion charge. You may be eligible for a permit (see Permit types below).

Electric vehicles
Electric vehicles are not exempt from the congestion charge.
Vehicles that are exempt from the congestion charge
Your vehicle is exempt from the temporary congestion charge if it is not a car (M1). For example, vans, motorbikes, mopeds, scooters and lorries are exempt. The automatic number plate recognition (ANPR) camera checks the vehicle type when you pass. You do not need to apply for a permit.
Exempt cars:
- emergency services
- military
- highway and utility works (in certain circumstances)
Free permits and day passes
Permits allow some cars (M1) or users to travel freely through the congestion charge locations during charging hours. All permits are free.
The congestion charge permits are 'virtual'. You will not receive a physical permit to display in your car. The cameras at the charging locations will read your number plate and check for a linked permit.
As a resident, you may qualify for a permit (free day passes):
We offer permits to groups and individuals, including:
- Blue Badge holders
- disabled tax class vehicle
- community health or care workers
- unpaid carers
- frequent hospital patient
