Minerals and Waste Development Scheme

The Minerals and Waste Development Scheme sets out:

  • the documents we propose to prepare as part of the Oxfordshire Minerals and Waste Local Plan
  • the planning policy status, subject matter, and geographical coverage of each document
  • the timetable for preparing them.

The most recent Oxfordshire Minerals and Waste Development Scheme (13th Edition) (pdf format, 812Kb) was approved by Cabinet on 20 December 2022.

The 13th Minerals and Waste Development Scheme sets out the decision to pursue a new Minerals and Waste Plan.

Oxfordshire County Council's MWDS states that the Minerals and Waste Local Plan consultation will take place June – August 2023. The planning process is currently behind that timetable. 

There are significant changes to plan making proposed by central government, which has recently enacted the Levelling Up and Regeneration Act 2023 and a revision to the NPPF is also expected. In light of those developments, the County Council's Cabinet Member will be considering how best to proceed with the Minerals and Waste plan in early next year.

The New Plan period

Paragraphs 21 and 22 of the National Planning Policy Framework now requires that local plans specify which policies are strategic policies and that those strategic policies look ahead over a minimum of 15 years ahead from adoption. The new Plan will therefore have a Plan period of at least 15 years.

The Status of the Minerals and Waste Local Plan Part 1 (Core Strategy) and the Minerals and Waste Local Plan Part 2 (Site Allocations Document)

The Oxfordshire Minerals and Waste Local Plan Part 1 (Core Strategy) remains in place as part of the Development Plan until it is replaced by the New Minerals and Waste Plan.

The Oxfordshire Minerals and Waste Local Plan Part 2 (Site Allocations Document) will cease its progress through the plan-making process and will consequently be given no weight in planning decisions. It had not reached the stage of being submitted to the Secretary of State for inspection and so does not, therefore, require a formal withdrawal as set out in regulation 27 of the Town and Country Planning (Local Planning) (England) Regulations 2012.
