Oxford permit area resident
What you need to know
The free Oxford permit area resident permit allows 100 days of free travel through all six congestion charging locations during charging hours.
- you are limited to 1 permit
- you can have up to 3 cars on your permit - all must be registered to you at your home address
- we will issue up to 3 permits per qualifying address
- when any car on your permit travels through a congestion charge location for the first time in a day, 1 day pass is deducted. If, on the same day you travel through a congestion charge location in another car on your permit, a second day pass is deducted
How long your permit lasts
Your permit will be valid for 12 months. During those 12 months, it allows access through the congestion charge locations on 100 days (per permit and not per vehicle). Once you have used your free day passes, your permit will no longer be valid.
You cannot use your permit until we confirm that we have approved your application. Your permit will not be available to use until the scheme begins.
Who can get an Oxford permit area resident permit
To qualify:
- you must live in the Oxford permit area
- you must be the registered keeper of the car(s) on your application
- the car(s) must be registered at your home address
What you need to get an Oxford permit area resident permit
You must provide the following evidence to support your application:
- proof of address in the Oxford permit area permit
- the V5C (logbook) of each car on your application, showing that:
- you are the registered keeper
- the car is registered at your home address
Documents we accept as proof of address:
- utility bill, financial statement, payslip or official organisation letter (such as NHS, HMRC, Benefits Agency, local council), dated within the last three months
- Council Tax document for the current tax year addressed to you at your Oxfordshire property
- pages of a signed tenancy agreement that display names, property addresses, term dates and signatures
- a letter from solicitors confirming your name, property address and date of moving

Vehicle image storage and usage
We value your privacy. We securely store your images, which are accessible only to you and authorised personnel.
By registering your vehicle(s) for a congestion charge resident permit, you agree to the following terms.
Image capture and storage
Automatic number plate recognition (ANPR) cameras take images of your registered vehicle(s) passing through congestion charge location(s). Your account stores the images under the relevant permit.
Purpose of image storage
Your account stores these images to:
- support the automatic deduction of your pass allowance
- provide a history of your usage
Retention period
Your account will store images for up to 28 days after your permit expires. After this period, we delete them from our system.
