Central permit area resident

What you need to know

The free central permit area resident permit allows unlimited travel through all six congestion charging locations during charging hours.

Within the central permit area, there is:

  • no limit to the number of permits per qualifying address
  • no limit to the number of cars per permit

How long your permit lasts

Your permit will be valid for 12 months. 

You cannot use your permit until we confirm that we have approved your application. Your permit will not be available to use until the scheme begins.

Who can get a central area resident permit

To qualify:

  • you must live in the central permit area
  • you must be the registered keeper of the car(s) on your application
  • the car(s) must be registered at your home address

Residents of the central permit area qualify for a visitor permit.

V5C alternatives

If the V5C of the car you use is not registered in your name, you can apply for a permit using one of the following alternatives.

For a company car, you must provide:

  • a copy of the V5C
  • a letter or email from your employer showing your full name and confirming that only you use the car

For a long-term lease, hire-purchase or other financial agreement, you must provide:

  • a copy of the lease agreement showing your full name and address

If you live outside the central permit area but the parking for your property has been temporarily relocated inside the central permit area, you may be eligible for a permit. Contact us

What you need to get a central area resident permit

You must provide the following evidence to support your application:  

  • proof of address in the central permit area
  • the V5C (logbook) or V5C alternative (listed above) for each car on your application. The submitted document(s) must show your home address

Documents we accept as proof of address:

  • utility bill, financial statement, payslip or official organisation letter (such as NHS, HMRC, Benefits Agency, local council), dated within the last three months
  • Council Tax document for the current tax year addressed to you at your Oxfordshire property
  • pages of a signed tenancy agreement that display names, property addresses, term dates and signatures
  • a letter from solicitors confirming your name, property address and date of moving
