How to renew a disabled parking Blue Badge.

To renew an organisational Blue Badge please use the GOV.UK application form

You should apply for a new Blue Badge:

  • If you have not had a Blue Badge before or,
  • If your Blue Badge was not issued by Oxfordshire County Council and has now expired

    If your details have changed since you applied then you will need to upload proof of change of address or name.

    If you have received a letter advising you to renew your blue badge, please submit this form no more than four weeks before your badge is due to expire.

    Applications submitted before this timescale will be disregarded.

    Upload a document confirming your new address, this might be:

    • Council tax bill dated within the last 12 months
    • Completion statement
    • Tenancy agreement
    • Utility bill or bank/credit card statement dated within the last three months

    Criteria

    To qualify under this criteria you must be:

    Registered blind or severely sight impaired with your local authority.

    Anyone not registered as blind or severely sight impaired with their local authority should have a Certificate of Visual Impairment (CVI – previously known as the BD8 form) signed by a Consultant Ophthalmologist.

    To qualify under this criteria you must be:

    In receipt of the War Pensioners Mobility Supplement – this will be confirmed on the award letter from the Veterans UK.

    To qualify under this criteria you must be:

    In receipt of the Higher Rate Mobility Component – this will be confirmed on the award letter or uprating letter from the DWP.

    You will need to submit a copy of your entitlement letter with your application

    To qualify under this criteria you must be:

    In receipt of a score of eight points or more under the ‘moving around’ activity of the Mobility Component of Personal Independence Payment. The award letter will describe the degree to which the applicant can ‘move around’ – to qualify the applicant must receive one of the following:

    • You can stand and then move around unaided more than 20 metres but no more than 50 metres (8 points)
    • You can stand and then move using an aid or appliance more than 20 metres but no more than 50 metres (10 points)
    • You can stand and then move more than 1 metre but no more than 20 metres either aided or unaided (12 points)
    • You cannot, aided or unaided, stand or move more than 1 metre (12 points)

    You will need to submit a copy of your entitlement letter with your application

    To qualify under this criteria you must be:

    Both awarded a lump sum benefit at tariffs 1-8 of the Armed Forces and Reserve Forces (Compensation) Scheme and have certification of having a permanent and substantial difficulty which causes inability to walk or very considerable difficulty in walking. The award letter from Veterans UK should confirm both of these criteria.

    To qualify under this criteria you must have:

    A permanent and substantial difficulty that causes inability to walk or very considerable difficulty in walking. Being unable to walk means that they cannot take a single step. Considerable difficulty in walking is determined by a number of factors including:

    • excessive pain when walking or as a consequence of walking
    • breathlessness when walking or as a consequence of the effort of walking
    • the speed at which they can walk
    • the length of time they are able to walk for
    • the manner in which they walk
    • whether walking aids are used 
    • their outdoor walking ability

    To qualify under this criteria you must:

    Drive a vehicle regularly and have a permanent and severe disability in both arms and be unable to operate all or some types of parking meter.

    To qualify under this criteria your child must be under 3 years of age.

    Any child previously issued a badge under this criteria will be too old (over 3 years of age) to be eligible for renewal badge. If you think that your child meets a different criteria then you need to complete a new application form.

    Only one badge can be issued free of charge for applicants with less than 12 months to live. Should you wish to renew your Blue Badge you will need to complete a full application.

    As you have indicated you no longer meet the criteria you should return your badge to us.

    If you feel you still qualify under a different criteria you can re-apply using a new application form.

    Payment

    It costs £10 to renew your Blue Badge.

    We can only accept payment for renewals using a debit or credit card. We will call you when we process your renewal.

    We will be unable to issue your Blue Badge without a payment of £10.

    We can contact you to take payment or someone else.

    Make sure that the person you would like us to call knows that we will be calling to request a payment.
     

    There is no need to contact us for payment.

    We will contact you once we start to process your application. This may take up to 8 weeks.

    Important

    All documents relating to this application will be dealt with in line with the Data Protection Act 1998 and may be shared within the local authority, with other local authorities, the police and parking enforcement officers to detect and prevent fraud. Any medical information that you have supplied to support this application is deemed, under the Data Protection Act, to be 'sensitive personal data' and will only be disclosed to third parties as necessary for the operation and administration of the Blue Badge scheme, and to other government departments or agencies, to validate proof of entitlement or as otherwise required by law.

    • I confirm that, as far as I know, the details I have provided are complete and accurate. I realise that the local authority may take action against me if I have provided false information in this application form.
    • I understand that I must promptly inform Oxfordshire County Council of any changes that may affect my entitlement to a badge.
    • I understand that, if my application is successful, I must not allow any other person to use the badge for their benefit and that I must only use the badge in accordance with the rules of the scheme as set out in the 'Blue Badge scheme: rights and responsibilities in England' leaflet which will be sent to me with the badge.
    • I understand that I must not hold more than one valid Blue Badge at any time.
    • I understand that the local authority may need to contact an accredited healthcare professional for the purpose of obtaining further information in support of my application.
    • I understand that I may be required to undertake an assessment with a healthcare professional that is independent of my existing care and treatment in order to determine my eligibility for a Blue Badge.
    • I understand that the information that I have provided in this form will be recorded and kept by the county council, and that it will be used only for the purpose of providing me with a Blue Badge and other associated services as appropriate.
