A4095 / B4100 Banbury Road roundabout improvements

We are converting the existing roundabout into a crossroad with traffic lights to improve traffic flow and encourage more walking and cycling. The redevelopment will include separate, safe crossings and paths for pedestrians and cyclists.

Investigation works starting in January

From 16 to 21 January trial holes are being dug and investigations are taking place to establish ground conditions that will inform the design of the new crossroad.

The work on the carriageway and footpaths will be taking place overnight. There will be no work at weekends.

Residents and the travelling public can expect lane and footways closures, temporary traffic lights, pedestrian diversions, and marshals to help people cross safely while the work takes place.

Bicester is one of the fastest growing towns in Oxfordshire and the Banbury Road roundabout is a key junction along the Bicester ring road.

The planned improvements aim to: 

  • encourage people to walk or cycle and use public transport
  • reduce congestion and carbon emissions from vehicles
  • futureproof the junction as new homes and jobs come to the town.

What you can expect

The planned work will:

  • Convert the existing roundabout into a crossroad with traffic lights.
  • Increase capacity for vehicles and reduce delays, helping to address congestion at the junction.
  • Maintain access for drivers making a right turn from Fringford Road.
  • Incorporate a reduced speed limit of 30mph.
  • Improve safety for cyclists and pedestrians, with segregated cycleways and crossings at the western and southern arms of the redesigned junction.

*The works planned for Banbury Road roundabout have now changed scope. We are revisiting the design to reflect this and future construction timescales have been updated to reflect that.

Why we are investing here

The Banbury Road roundabout forms a critical part of the Bicester ring road and was identified as a site for improvement in our Local Transport Plan.

Investment in the walking and cycling infrastructure will also help to make Bicester a healthier town, by reducing car dependency, improving air quality, and encouraging active travel.

Consultation and planning permission

An online public consultation on the initial proposal was held from 19 March to 9 April 2021. You can read the findings of the consultation here in full (pdf format, 3.5Mb).

Planning permission was granted for the redevelopment of the roundabout into the preferred crossroad with traffic lights scheme on 16 November 2021.

How it is being funded

The Ministry of Housing, Communities and Local Government (MHCLG) are funding the scheme. The scheme budget for the improvements is £5.5m.
