Oxfordshire local EV infrastructure

Public electric vehicle infrastructure project

Between now and summer 2028, 1,500 new government grant-funded public electric vehicle (EV) chargers will be installed across the county. These are mainly intended to support residents without driveways to be able to confidently switch to EVs by conveniently charging when parked near to their homes. For this reason, most of the new chargers will be located within areas where a significant proportion of residents do not have private driveways and often park on the road.

The project is made up of four parts:

  • off-street county, city and district council car parks
  • on-street parking areas
  • EV cable channels
  • and community 'microhubs'

We are committed to using the grant funding to ensure that areas of deprivation and rural areas have access to public charging facilities, so that those communities are not disadvantaged in the transition to electric vehicles.

All new chargers will be reliable, easy to use, and equipped with contactless payment facilities to make EV charging as accessible as possible for first-time users.

What we are doing

The majority of EV chargers will be installed in convenient 'hubs' within council-owned off-street car parks and community 'microhub' sites such as village halls and community centres.

In places where this is not possible or will not be enough to meet expected future demand, EV chargers will need to be installed on the public highway. Where this is needed, it will be done so as considerately as possible to minimise disruption to residents and those using active and public transport. When we plan any changes to how the highway is used, we will gather feedback as part of the process.

We will also deliver public EV charging at community sites as part of our microhub scheme, designed to support equitable access to charging across urban and rural areas. Town and parish councils and other non-profit organisations can host public chargers if they have a suitable car park. Email EVInfrastructure@oxfordshire.gov.uk to register your interest and find out more.

As part of the overall programme we will be seeking to install chargers at our park and rides in Thornhill, Water Eaton, Bicester and Eynsham Park and Rides to provide charging for commuters, visitors and people on the move.

How are on-street charger locations chosen?

When choosing EV charger locations, we consider many factors, including who might need them now and in the future. Installation also depends on the electrical supply, site suitability, and other technical considerations, as well as on making the best use of the grant funding.

Around 30% of Oxfordshire households don't have driveways and so cannot install their own EV chargers. We have used data on where the households are that are estimated to lack private off-street parking, along with data on the current EV chargers available, to predict where public charging will be required.

We have also considered additional information on current and projected EV usage to inform where we propose to install chargers. EV usage is projected to increase with three in four cars on the road being fully electric by 2040.

When choosing site locations, we want to make sure that EV chargers are spread equitably across the county including in rural and underserved areas in Oxfordshire. Our aim is that no one is left behind in the transition to EVs regardless of where they live in the county.

We also consider all suggestions submitted through our Let’s Talk tool.

First on-street sites approved

The first EV charger sites approved as part of this project were on-street sites that we consulted on over summer 2026.

Eleven on-street sites in Berinsfield, Burford, Henley-on-Thames, Kidlington and Oxford were given the go-ahead at a cabinet member decision meeting on Thursday 3 September. Seven other on-street sites across Oxford, Shrivenham, Witney and Bampton were deferred, to allow time for more engagement and site assessment work. Read about the decision made on our website here.

Sites that will be installed later this year:

  • Binsey Lane, Oxford
  • Cowley Road, Oxford
  • Hamilton Road / Kings Cross Road junction, Oxford
  • Whitehouse Road / Salter Close junction, Oxford
  • Barns Lane, Burford
  • Clements Road, Henley on Thames
  • Green Furlong, Berinsfield

Installation remains subject to detailed design, technical feasibility and electrical connection work.

We will update this page regularly as more on-street sites are consulted on, and off-street car parks sites move through feasibility. You will also be able to view this information on a map very soon.

Chargepoint operators, tariffs and other user information

Have your say

There is still a chance to influence where public chargers are installed under this programme.

Please use the Let's Talk Oxfordshire EV charging demand tracker tool to tell us where you would like to see public chargers in your area.
