Apply for a temporary congestion charge permit

What you need to know

The free school student with special educational needs and disabilities (SEND) permit allows unlimited travel through all six congestion charging locations during charging hours. 

The permit only covers the car when being used to transport the qualifying student to and from school.

• you are limited to 1 permit
• you can have up to 2 cars on your permit
• you cannot hold the SEND student permit with a Blue Badge holder or disabled tax class vehicle permit

How long your permit lasts

Your permit will be valid for 12 months, or until your direct travel payments stop (whichever is sooner). 

You cannot use your permit until we confirm that we have approved your application. Your permit will not be available to use until the scheme begins.

Who can get a school student with SEND permit

You qualify as the parent or legal guardian of a school student with SEND for one of these reasons:

• the student lives in the Oxford permit area or central permit area and is attending school outside the permit area
• the student is attending a school in the Oxford permit area or central permit area

In addition, the student must be/have one of the following:

• in receipt of direct travel payments from Oxfordshire County Council
• a current education, health, and care plan (EHCP) prepared by the council

What you need to get a school student with SEND permit

You must provide the following evidence to support your application:  

• proof of address - if you live in the Oxford permit area or the central permit area
• proof of school address - if the school is in the Oxford permit area or the central permit area
• confirmation that the student receives direct travel payments or has an EHCP
• a copy of the direct travel payments assessment form or ECHP
