Do not apply for this permit if you already have a school student with SEND permit for the temporary congestion charge. We will transfer your permit to the traffic filters scheme.

Traffic filter permits are 'virtual'. You will not receive a physical permit to display in your car. The traffic filter cameras will read your number plate and check for a linked permit.
What you need to know
The free school student with SEND permit allows unlimited travel through all six traffic filters during their hours of operation. The permit only covers the car when being used to transport the qualifying student to and from school.
- we will issue 1 permit per eligible person
- you can have up to 2 cars on your permit
- you cannot hold the SEND student permit with a Blue Badge holder or disabled tax class vehicle permit
How long your permit lasts
Your permit will be valid for 12 months, or until your direct travel payments stop (whichever is sooner).
You cannot use your permit until we confirm that we have approved your application. Your permit will not be available to use until the scheme begins.
Who can get a school student with SEND permit
You qualify as the parent or legal guardian of a school student with SEND for one of these reasons:
- the student lives in the Oxford permit area and is attending school outside the permit area
- the student is attending a school in the Oxford permit area
In addition, the student must be/have one of the following:
- in receipt of direct travel payments from Oxfordshire County Council
- a current education, health, and care plan (EHCP) prepared by the council
What you need to get a school student with SEND permit
You must provide the following evidence to support your application:
- proof of address - if you live in the Oxford permit area
- proof of school address - if the school is in the Oxford permit area
- confirmation that the student receives direct travel payments or has an EHCP
- a copy of the direct travel payments assessment form or EHCP
Add or change vehicles on your permit
- add a car to your account (select 'vehicles' on the account menu)
- change the car on your permit (select 'my permits' on the account menu)
