Why full filtering is crucial
Why signage alone is not enough
A review conducted by the Transport Research Laboratory of several quiet lane pilot schemes concluded that:
“The best documented UK pilots show little to no systematic reduction in speeds or motor traffic volumes from signs alone; user awareness may improve, but the lanes remain open to general traffic without enforceable restrictions.”
Similarly, evidence from the Department for Transport (DfT) evaluating existing quiet lane initiatives indicates that signage‑only approaches generally have little to no influence on reducing either traffic volumes or vehicle speeds.
Taken together, this evidence demonstrates that:
- quiet lanes cannot rely on signing alone to deliver meaningful change; and
- where through‑motor traffic remains, safety and environmental outcomes are limited.
As a result, Oxfordshire’s quiet lanes programme will focus on full motor‑traffic filtering, using physical and/or legal measures to remove through‑traffic entirely while retaining essential access.
