Further works for low traffic neighbourhoods
Minor works programmes relating to low traffic neighbourhoods since being made 'permanent
In the cabinet member decision in October 2023, commitments were made to keep various elements of the LTNs under review and make minor amendments where it is clear that these are needed. In addition to the replacement of bollards with ANPR cameras at six strategic sites within the Cowley and east Oxford LTNs to improve emergency vehicle and public service access, several minor works programs are proposed.
Cowley, Westbury Crescent: Highway Improvement Scheme
A highway improvement scheme will be delivered to Westbury Crescent in November 2025. The scheme aims to address local traffic concerns and road safety in the area. This will include the delivery of a new one-way arrangement for vehicles using Westbury Crescent. Measures will improve the balance of vehicle movements on Westbury Crescent and reduce speed. The works will see;
- Vehicles entering Westbury Crescent from Rose Hill required to use the ‘northern’ side of Westbury Crescent to access Church Hill Road.
- Vehicles from Church Hill Road would be required to use the ‘southern’ side of Westbury Crescent to access Rose Hill.
- People cycling will be allowed to cycle in both directions on both the ‘northern’ and ‘southern’ side of Westbury Crescent.
- A series of physical planters and a small section of green space placed on the highway to narrow the road slightly, that will help to reduce the speed of vehicles.
- Double yellow lines at select locations to prevent parking, where it would cause access or safety issues.
These works follow a formal consultation that was held in October 2024, the results were reported to and approved at an Oxfordshire County Council Cabinet Members' Decision meeting on December 12th 2024.
Following delivery of the scheme, alongside residents, the county council will explore opportunities for planting and additional street furniture in the area.
East Oxford, Jeune Street: road safety traffic improvements to St Clement’s Street junction
Bollards are introduced at the Jeune Street junction with St Clement’s Street from July 2024. The works are in response to longstanding concerns from residents about vehicles contravening the no right turn prohibition at the junction, and the one-way restrictions; as well as the speed of vehicles using Jeune Street.
The works comprise:
- installing wooden, lockable bollards at the junction:
- one on the footway near the cycle rack
- and two in line with it on the carriageway – spaced so that cars/vans/lorries cannot pass between them
- associated signs and road markings adjustments
The location of parking spaces close to the junction will also be adjusted slightly to accommodate suitable turning space at the St Clement’s Street end of the road.
East Oxford, St Mary’s: minor improvements works
Minor road lining works are being carried out on the following roads in October 2024. On some roads this will also include routine electrical works to street light columns are being carried out at the same time:
- Electrical works and new lighting columns on Iffley Road and Rectory Road: 11 October 2024
- Road lining works on Bullingdon Road, Marston Street, Rectory Road and Silver Street on 17 October 2024. This includes road markings adjustments to relocate residential parking bay south of the business entrance to outside number 47 Marston Street.
- Moving the filter location on Bullingdon Road to the southwest to a point to the east of the junction with Hurst Street on 18 October 2024.

The works are minor adjustments arising from the cabinet member decision in June 2023 to help maintain safer road access at specific locations.
