Order - ROGER BANNISTER MILE

OXFORDSHIRE COUNTY COUNCIL (OXFORD, ROGER BANNISTER MILE) (SPECIAL EVENT) ORDER 2026

WHEREAS the Oxfordshire County Council (“the Council”) is satisfied that traffic should be temporarily restricted in various lengths of road in Oxford City to facilitate the holding of the running event on Monday 4 May 2026, and the Council is satisfied it is not practicable to hold the whole event off road.

NOW THEREFORE the Council, in exercise of its powers under Section 16A of the Road Traffic Regulation Act 1984 and all other enabling powers make the following Order.

1. Save as provided by Article 2 of this Order no person shall, when appropriate signage is in place, except upon the direction or with the permission of a police constable in uniform or the Council, cause or permit a vehicle to proceed in part of St Aldates from Brewer Street to High Street & in Iffley Road from The Plain to James Street (“the Sections of Road”).
2. Nothing in Article 1 of this Order shall render it unlawful for a person to cause a vehicle to proceed, subject to the progress and safety of the event, in the Sections of Road specified in article 1:
   1. if the vehicle is being used for the purpose of the police, fire or ambulance services;
   2. if the vehicle is being used in connection with works to the road or utility services;
   3. if the vehicle is being used by an authorised event official in support of and for safety reasons of the event;
   4. to allow access (subject to the safe progress of the Event) to premises, to set down or pick up a passenger, or to enable loading or unloading to take place at premises adjacent to the Section of Road.
3. No person shall drive any vehicle in the lengths of roads specified in column 1 of the Schedule to this order in the direction other than that specified in column 2 of said schedule (“the Sections of Road”).
4. The prohibitions imposed by articles 1 and 3 of this order shall apply in relation to any part of the Sections of Road to such extent and at such times as there are in place traffic signs within the meaning of section 64 of the Road Traffic Regulation Act 1984 indicating that such prohibition is in operation at that part.
5. This Order may be cited as the Oxfordshire County Council (Oxford, Roger Bannister Mile) (Special Event) Order 2026 and shall have effect on 4 May 2026.
