Traffic Management notice
As part of our ongoing work, we need to implement traffic management measures to ensure the activity is carried out safely.
A4130 Collett Roundabout, Didcot
1 – 3 August 2026 - multi-way temporary traffic lights
There will be phased multi-way lights to facilitate the installation of traffic management arrangements on the northeast and northwest sections of Collett Roundabout.
This will include a barrier along the northern edge of the carriageway to narrow the lanes, providing safe working space on the northern sections.
03 August 2026 onwards - reduced speed and narrow lanes
From this date there will be a reduction of speed limit (50mph down to 30mph) in the approaches to Collett Roundabout as well as narrow lanes. This is to allow us to undertake the bulk earthworks and construct the embankments of the new roundabout.
Utility diversions
A number of utility providers are undertaking work to divert their service networks away from the area where we will be constructing the three sections of the scheme.
SSE (electricity) 27 July to 02 August 2026
SSE will be installing ducting to divert overhead electricity cables on the B4016 between Appleford and Sutton Courtenay. There will be 2-way temporary traffic lights in operation.
Thames Water (water) 27 July to 28 September 2026
Thames Water will be carrying out diversion works under a single lane closure with two-way temporary traffic lights on the A415 between Europa School and Culham Station.
To reduce the impact to the network, all the temporary lights associated with the utility diversions, are operational between the hours of 7am and 7pm, with a person operating the lights on manual control.
Public Rights of Way
These temporary closures are needed to facilitate drainage works, earthworks, and highway construction, and to ensure the safety of both the public and the workforce.
Clifton Hampden public right of way, March 2026 – September 2027
We have temporarily closed parts of footpaths 171/6/10 and 171/4/10 that lead to the west of the B4015 Oxford Road.
The closure will remain in place for approximately 18 months. A fully signed diversion route will be in place for the duration of the closure.
Appleford public rights of way, March 2026 – September 2027
We have temporarily closed and diverted the Appleford public right of way to the north of the B4016.
The closure will last approximately 18 months. A fully signed diversion route will be in place for the duration of the closure.
About the improvements
The Didcot and surrounding areas major infrastructure scheme will provide vital transport infrastructure to reduce congestion and enable more reliable journey times, improve pedestrian and cycling connectivity, and support new employment sites and housing in and around Didcot.
The project includes four highway sections that incorporate improvements to existing roads, the construction of new roads, new walking and cycle routes, and will help to facilitate new and enhanced bus services.

Compulsory purchase orders (CPOs) and side road orders (SROs)
The Side road order (SRO) and compulsory purchase order (CPO) for the Didcot and surrounding area infrastructure improvements were confirmed by the Secretary of State for Transport in July 2025..

What is happening when?
Didcot Science Bridge - Enabling works continue on the Didcot Science Bridge, with early construction activities due to start soon.
Didcot to Culham River Crossing - Enabling works continue to move at pace as early construction activities commence across this section of the scheme.
Clifton Hampden Bypass - Early construction work is now underway.
How it is being funded
Funding for the scheme comes from a combination of Homes England grant funding, Enterprise Oxfordshire capital investment, Section 106 contributions from developers and funds from the council's own capital budget.
