This scheme is the first element of the A40 corridor strategy which seeks:
- To support jobs and housing growth and economic vitality;
- To reduce transport emissions and meet our obligations to Government;
- To protect, and where possible enhance Oxfordshire’s environment and improve quality of life; and
- To improve public health, air quality, safety and individual wellbeing.
The proposed park and ride and bus lanes provides opportunity to improve the reliability and variety of destinations in Oxford served by public transport. The £36.2m scheme is to be funded largely from the Local Growth Fund administered by the Department for Transport.
Why we are doing this project?
Congestion on the A40 and its junctions causes daily problems for road users and has been described by business leaders as one of the biggest barriers to economic growth and prosperity in West Oxfordshire.
Congestion impacts all road users, including public transport services that are unable to run to published timetables and causes inefficient use of fleet due to delays.
Improve public transport
The scheme offers the opportunity to significantly improve the reliability, frequency and variety of destinations in Oxford served by public transport. We plan to do this by:
- Providing a congestion-free route for public transport on the A40 eastbound approach to Oxford
- Encouraging people to switch from using cars to public transport
- Improving journey times and making them more reliable for public transport along the A40
The current bus services have achieved a notable success in attracting people who are travelling from Witney and Carterton to Oxford city centre, but there is still considerable opportunity for increasing bus use for journeys to the rest of the city, such as the Headington hospitals.
Improvements in public transport service provision will encourage a transfer of trips from private transport to bus, thereby reducing overall congestion levels for all vehicles. They will also help to counter pollution on the A40 alongside Oxford Meadows, an internationally important wildlife site.
Improving the journey times along the A40 will also help to stimulate the areas of economic growth and innovation within Oxford and West Oxfordshire.
What we are proposing?
The key changes that will be brought about by this proposal are:
- A park and ride for 1000 cars to the north of the A40, located to the west of the A40/Cuckoo Lane junction at Eynsham
- Park and ride bus terminus for passengers to board buses toward destination in Witney, Carterton and Oxford.
- Upon opening park and ride will be served by existing inter-urban bus services, with increased frequency.
- Sheltered passenger waiting facilities
- Electric car charging points
- Secure cycle parking
- Blue badge parking
- Motorcycle parking
- The park and ride will be accessed from a new roundabout on the A40 with designated lanes for buses and car traffic
- An eastbound bus lane between Eynsham Park and Ride and the Duke’s Cut canal bridge near Wolvercote
- Sections of westbound bus priority on the approaches to Cassington traffic signals and Eynsham roundabout
- A 3m wide footway and cycle shared path located on the northern side of the A40, providing a cycle route from Witney to Oxford.
- Retention of the existing path on the southern side of the A40 providing a route from Eynsham to Oxford.
- Proposed modifications to Cuckoo Lane junction to improve vehicular access and egress, and a safe island refuge for pedestrians and cyclists.
- Two new sets of bus stops on the A40 at Eynsham for local people to access the improved bus services
- Two signalised pedestrian crossing points for people to access the bus stops.
- Modifications to Eynsham roundabout to accommodate the bus lanes and improved cycle route.
- Re-positioned bus stops at Cassington to aid bus movements.
- Proposed improvements to the Eynsham Road/Cassington junction with the A40 to improve egress on to the A40 and a signalised crossing for pedestrians and cyclists.
- Proposed closure to traffic of Horsemere Lane in Cassington, which has been made at the request of the Parish Council. Access to will be maintained for equestrians, pedestrians and cyclists.
A40 corridor strategy - longer term
The A40 long term strategy transport package was approved by Oxfordshire County Council Cabinet in May 2016.
This seeks to deliver
- Further sections of A40 westbound bus lane to provide quicker return journeys to Eynsham park and ride and destinations served by the local bus network.
- Provision of continuous eastbound bus route over the A40 Dukes Cut canal and railway bridge on the approach to Wolvercote. Resolution of this pinch point would allow a continuous eastbound bus route from Carterton, Witney, and Eynsham Park and ride into Wolvercote roundabout, and high quality 3m wide shared cycle path separated from the general traffic lanes.
- Extend the A40 Dual carriageway from Witney to Eynsham park and ride to increase capacity for all modes along the most heavily trafficked part of the route.
- Explore the opportunity to provide a cycle link joining the A40 cycle route to National Cycle Network route 5 along the Oxford Canal at the Duke’s Cut.
- A new shared cycle path along the B4044 from Eynsham to Botley, seeking to advance the Community Path scheme local group Bike Safe have developed.
We are exploring ways of funding this infrastructure package with Central Government, LEP, District Councils and other partners.
One possible source of funding may be the Housing Infrastructure Fund. We will keep this page up to date with funding announcements.
Public consultation 2018-19
The improving transport along the A40 corridor consultation was held between 30 November 2018 to 6 January 2019.
The detailed design and plans for the Eynsham Park and Ride and A40 Eastbound Bus Lane scheme was on display as well as the concept designs for further infrastructure improvements. Exhibitions were held at Cassington, Eynsham and Witney.
