Employers new to administering LGPS

Guidance offered for employers new to the LGPS with the Oxfordshire Fund.

We understand that the employer’s role in the Local Government Pension Scheme (LGPS) can be daunting, and the full responsibility may not have been realised in the early stages of academy conversion, or in becoming a new admitted body.

Here we introduce the support we can offer about the employer role and your day to day administration responsibilities

Introduction training

We have set aside regular meeting times to offer training in a group, either as a new employer or for those taking on a new role in an established  employer. Why not sign up to refresh your skills?

We advertise the training dates in the monthly Talking Pensions employer newsletter. To ensure you receive regular information you must complete the employer contact form .     

We will run through the general administration  and consider the employer policies required by the regulations. The meeting will take up to three hours and cover:

  • background to the LGPS
  • employer costs and member benefits
  • employer’s responsibilities including:
    •  discretionary policies
    • contribution rates
    • start and end of employment
    • deciding entitlement to benefit
    • exchange of information
    • monthly and annual returns
  •  service level agreements
  • communication

A new employer (to the Oxfordshire fund) has responsibilities to make regular returns to the Fund as outlined below.

  • Obtain details of your employer contribution rate to use
    • The pension fund investment team will supply your own copy of the monthly contribution return. Use this to record the employee and employer contributions being paid into the fund. The return will show your contribution rate.
    • Return the form completed each month to the investment team. Pay the contributions to the fund bank account (not the county council bank account) and do not include any other payments due to the County
  • Ensure you have an employer reference number
  • The Monthly Administration Return  Spreadsheet (MARS) is on this page.
  • Send the details for all staff joining the scheme on day 1 on your first (MARS) to pension.returns@oxfordshire.gov.uk
  • Tell us who your contacts are and refresh this information when your staff change. Use the employer contact information form (doc format, 400Kb) 
  • Ensure you have the details to collect and payover any AVC contributions to the Prudential
  • Obtain the bilingual dictionary pension terms/ plain English/ plain English/ pension terms

If you use other third party payroll providers please ensure they have capability to operate the LGPS arrangements.
