Multi-agency referrals for safe and well visit

How to refer a vulnerable person for a visit by Oxfordshire Fire and Rescue Service.

This form is for use by partner organisations and agencies to refer a vulnerable person for a safe and well visit (previously called a home safety visit) by a representative from Oxfordshire Fire and Rescue Service.

Your client’s home will be assessed for fire risk, with a view to fitting free smoke detector alarms if required. We will also discuss home escape plans and provide education advice to lower fire risk.

A vulnerable person is a person who is getting or may be in need of community care services by reason of mental or other disability, age or illness; and who is, or may be unable, to take care of or protect themselves against significant harm or exploitation.

Not sure who to refer ?

Can you answer yes to any of the following?

  • The occupier is aged 65 years or older
  • The occupier has a physical disability or has mobility issues
  • The occupier has any sensory impairment, audio or visual
  • The occupier relies on assistance from external agencies to help them live independently in their own home
  • The occupier has mental health problems, which may lead to unsafe practices with fire, cooking, heating or hoarding of combustible materials
  • The occupier has learning difficulties or cognitive impairment that can lead to confusion
  • There is evidence of burn marks on either bedding, furniture or carpets
  • The person is returning from hospital and may be vulnerable to the risk of fire
  • The person is physically unable to maintain their property in a safe condition through a lack of fire awareness or ability

Requesting a visit

If you need an urgent fire service attendance, because the fire risk is so high, and it is after 5.30pm on a weekday or it is a weekend then you should speak to our Duty Officer.

To get the contact details for our Duty Officer you need to ring the Thames Valley Fire Control on 01183 589333 and ask for the contact details for Oxfordshire’s Duty Officer. If you do not get an answer please try again as they could be dealing with a busy period answering 999 calls.
