New Minerals and Waste Local Plan

A new framework of minerals and waste policies and proposals is being prepared.

We are preparing the new Oxfordshire Minerals and Waste Local Plan to provide up to date minerals and waste planning polices and proposals for the period to 2031. The new Local Plan is in two parts: Part 1 – Core Strategy; Part 2 – Site Allocations. It will replace the existing Minerals and Waste Local Plan which was adopted in 1996.

Mineral and Waste Core Strategy

Part 1: Core Strategy provides a planning strategy and policies for the supply of minerals and the management of waste in Oxfordshire for the period to 2031.

We consulted on the draft Minerals and Waste Local Plan: Core Strategy in February 2014.

On 19 August 2015 we published the ‘proposed submission’ core strategy for consultation. On 30 December 2015 we submitted this document, together with all the representations that we received, to the government for independent examination by a planning inspector. 

The examination hearing was held in September 2016 and the Inspector produced an interim report in October 2016. In February 2017 we published Proposed Modifications to the Core Strategy for public consultation.

The Inspector’s final report was received on 15 June 2017. He recommended modifications to the Core Strategy and found that with these modifications the plan meets legal requirements and is sound.

The Core Strategy, with the Inspector’s recommended modifications, was adopted by the county council on 12 September 2017.

The Part 2: Site Allocations document is being prepared as a separate development plan document. This will identify specific sites for minerals and waste developments within the parameters set by the core strategy. Further information and a timetable for preparation of this document are contained in the latest Minerals and Waste Development Scheme (seventh revision) 2016.

A revised timetable is expected to be published towards the end of 2017.

Minerals and Waste Development Scheme

The Oxfordshire Minerals and Waste Development Scheme (seventh revision) 2016 came into effect on 4 February 2016. It sets out the documents which we propose to prepare as part of the Oxfordshire Minerals and Waste Local Plan; the planning policy status, subject matter and geographical coverage of each document; and the timetable for preparing them.

Statement of Community Involvement (SCI)

The SCI sets out how we will involve the community in the preparation, alteration and review of local development documents that will make up the Oxfordshire Minerals and Waste Local Plan, and in the consideration of planning applications that we determine. The council’s first SCI was adopted on 7 November 2006.

A revised Statement of Community Involvement has now been prepared. We consulted on a draft between 1 September and 13 October 2014 and responses to the consultation were taken into consideration in making further amendments. The revised SCI was adopted by the county council on 24 March 2015.

Oxfordshire Local Aggregate Assessment (LAA)

The council is required under national planning policy to prepare an annual Local Aggregate Assessment. Consultants for the county council prepared an Oxfordshire LAA for 2014. This was approved by the county council’s Cabinet on 25 November 2014, for use as the basis for provision for mineral working in the Oxfordshire Minerals and Waste Local Plan and for calculating the Oxfordshire landbank of aggregate minerals. Preparation of an updated Oxfordshire LAA for 2015 was delayed pending publication by the government of the full results of the Aggregate Minerals Survey 2014 for England and Wales. In the absence of a full LAA, the council prepared a draft interim update LAA 2015 for the South East England Aggregate Working Party meeting on 10 November 2015. This is available below.

A further updated Oxfordshire LAA for 2017 is in preparation.

Surveys of quarry sales and reserves in Oxfordshire for 2015 and 2016 have been carried out. The updated information from these surveys is available below.

Annual monitoring reports

We prepare an annual monitoring report each year which reports on and monitors the policies in the Minerals and Waste Local Plan. Annual monitoring reports will, in particular, report on:

  • progress on implementation of the Minerals and Waste Development Scheme and preparation of the Minerals and Waste Local Plan
  • the extent to which policies in the Minerals and Waste Local Plan are being achieved.
