What is the two year old entitlement for providers?

Background information for providers on the free entitlement to early education for two year olds.

In Oxfordshire

From September 2013 (phase one) approximately 1,200 two year olds in Oxfordshire were entitled to free early years education; these were the 20% most disadvantaged children.

As the criteria changes from September 2014 (phase two) this will rise to 40% most disadvantaged children.  The number of eligible children will increase to approximately 2,000 two year olds.  Oxfordshire has decided to bring the criteria changes forward to start in April 2014.

There is strong evidence that high quality early education makes a positive difference to young children.  The Effective Provision of Pre-School Education study found that high quality early education has particularly strong impacts on the cognitive and social development of disadvantaged children, and that these benefits last throughout primary school.

Our role will be to:

  • Make payments for funded places to Providers;
  • Support certain providers to develop their capacity including supporting Providers rated satisfactory/requires improvement by Ofsted or awaiting inspection, in order for them to take more funded two year olds;
  • Offer the family of the child on the two year old entitlement support through their local Children’s Centres services;
  • Support and encourage parents to take up the two year old entitlement.
