Deputy Lieutenants

The Vice Lord-Lieutenant and Deputy Lieutenants.

Vice Lord-Lieutenant

The Lord-Lieutenant is assisted by the Vice Lord-Lieutenant, John Harwood, who amongst other roles in a past life was Chief Executive of the County Council. He plays a substantial role in planning the work of the Lieutenancy, in management of particular projects and in deputising for the Lord-Lieutenant.

John Harwood

Retired civil servant and local government chief executive.   Until 2008 he was chief executive of the UK's Food Standards Agency.   Previously he had served as the first chief executive of the national Learning and Skills Council and before that as chief executive of Oxfordshire County Council.

He has been the chairman of both the Northmoor Trust (now the Earth Trust) and of the international education charity, CfBT Education Trust, and was a board member of the Care Quality Commission.  He is currently a trustee of Cogges Heritage Trust, Oxfordshire Victoria County History Trust, Oxfordshire Youth, and Young Dementia Homes.  Nationally, he is a member of the Awards Council for the Queen’s Anniversary Prizes for Higher and Further Education.

Deputy Lieutenants

The Lord-Lieutenant also has a team of Deputy Lieutenants across the county. The number of Deputies a Lord-Lieutenant is entitled to depends on the population size of each county. Oxfordshire’s establishment of up to 43 Deputy Lieutenants constitutes an influential body well placed to champion community effort in the county.

The Deputy Lieutenants are deliberately well spread around Oxfordshire geographically, and each major town has a nominated Deputy who keeps a particular eye on activity and will often deputise for the Lord-Lieutenant in attendance at events in that town and its immediate area.

The Deputies represent a wide range of background and skill and experience covering the church, the arts, the voluntary sector, farming and the countryside, the environment, the military, the law, business, civic affairs and the universities. Their local and specialist knowledge and experience is increasingly being used to positive effect in key sectors ranging from local government to youth services and from industry to the rural economy.

Mrs Diana Bagnall JP DL

Magistrate for 24 years and previously Chair of the Northern Oxfordshire Bench, Chair of the County Family Panel of magistrates and Chair of the Bench Training & Development Committee.

Served as the County’s representative on the National Magistrates’ Association and also as a member of the Oxfordshire Lord Lieutenant’s Advisory Committee on Justices of the Peace. Formerly Chair of Governors at Alvescot  School and Governor of Buckland School; Chair of local Red Cross branch and member of the governing council of St Luke’s Nursing Home.

Currently involved in Buckland village matters.

Helen, Lady Baker DL

Trained as a social worker. Career in health and social care, housing and education in the voluntary and public sectors. Chaired two NHS trusts in Oxfordshire before becoming chair of Advance, a national learning disability and mental health charity in 2006.

Moved to chair Dimensions, a national charitable organisation working with individuals with learning disability and autism in summer 2013. Previously a governing council member, General Social Care Council, Deputy Commissioner, Commission for the Compact and a member of Governing Council, National College for Schools’ Leadership. Co-founder of Young Dementia UK,  Founder/Director of CharityWorks,

Director of Books Beyond Words, Director of The Institute for Food, Brain and Behaviour, Chair of OCVA.


Sir Tony Baldry, DL

Was Member of Parliament for Banbury for 32 years and was awarded his knighthood in 2012.  He is the head of a set of commercial chambers in the Temple and a Non-Executive Director of a number of private and public companies.  Sir Tony chairs the Church Buildings Council which looks after the care and maintenance of all 16,000 Parish Churches in England and chairs the Trustees of St Ethelburga’s Centre for Peace and Reconciliation in London. He is High Steward of Banbury.

Mrs Marie-Jane Barnett DL

Chairman of the Friends of the Soldiers of Oxfordshire Trust. Has lived in Oxfordshire for 41 years.  Chairman of Towersey Parish Council for 15 years and from 1987 to 2006 organised and performed in annual jazz concerts in aid of local charities.

Has been involved in many other charitable fundraising events.  Past President of the Oxfordshire and County Thame Show and she has recorded two CDS of jazz standards which are on sale for charity.

Married with two sons, a daughter and seven grandchildren. Hobbies include cooking, painting, gardening and garden design, singing and music, particularly jazz and choral music.

Chairman of the Military Recovery Career Services Partnership, a Trustee of the British Horseracing Pension Fund, Chairman of the Banbury Sunshine Centre, Chairman of the Audit and Standards Committee of Warwickshire County Council, Independent Complaints Commissioner for the Direct Marketing Authority, a Trustee of the Soldiers of Oxfordshire Trust and Master of The Worshipful Company of Turners of London. Formerly Managing Director of Alcan at Banbury, 1982 - 1992, CEO of British Alcan Aluminium plc, 1993 - 1995 and Director General of Fair Trading, 1995 - 2000 he was awarded the CBE in 2001.

He has also been Founding Chairman of the Horseracing Regulatory Authority and was Vice Chairman of British Waterways then a Founding Trustee of the successor body - the Canal & River Trust. His interests include care for military veterans, military history, church affairs, equestrian sports, skiing, shooting and turning.

Dr Robin Buxton MBE DL CEnv FIEEM

Ecologist and wildlife conservationist. Robin has been part of the Earth Trust at Little Wittenham for over 30 years. He is Chair of the Trustees and of his late sister Patsy Wood’s legacy charity, treasurer of the Ecological Continuity Trust and a trustee of the Durrell Trust for Conservation Biology.

He is a fellow of the Chartered Institute of Ecology and Environmental Management, and of the Society for the Environment, and a Chartered Environmentalist (CEnv.). He has served as a trustee of several charities including BBOWT, the Berkshire, Buckinghamshire and Oxfordshire Wildlife Trust, Earth Trust, Wild Oxfordshire and Trust for Oxfordshire's Environment.

A retired solicitor who practised for many years in Oxford as a family lawyer.  Most recently a Circuit Judge sitting in the Reading Crown and County Courts. Formerly a Trustee of Oxfordshire Family Mediation and Oxfordshire Relate.

A past Governor and Chair of Governors of Oxford High School. Currently a Trustee of Oxford Preservation Trust and a Trustee of the Blaschko Research Scholarship (Department of Pharmacology: University of Oxford). Formerly a member of the Court of Oxford Brookes University.

Mr Poul Christensen CBE DL

Poul is president of the National Federation of Young Farmers Clubs, director of a family dairy farming business at Kingston Hill Farm in Oxfordshire, member of Tesco Independent Supply Chain Advisory Panel and a trustee of the Earth Trust. He was chairman of Natural England from 2009 to December 2013 and deputy chairman from 2006. He was also a board member of the UK’s Joint Nature Conservation Committee for this period. Prior to that, he was Chairman of the Rural Development Service overseeing the launch of modern environmental stewardship schemes. Poul also served as a member of the Defra Management Board, chaired Milk Marque in the late 1990s.

In 1981 he was the joint founder of the Tenant Farmers Association and was a Board Member of Agricultural Central Trading until 2013. Poul received the CBE in 1991 for services to agriculture and the commercial development of the Agricultural Development and Advisory Service (ADAS) and in 2013 was advanced as a Fellow of the Royal Agricultural Societies (FRAgS).

Chairman of the Low Carbon Hub, Independent Chairman of the Organic Standards Board of the Soil Association and chair of Low Carbon Oxford North and Oxford North Community renewables, and a member of Charity Mentors.

Previously chairman of New Economics Foundation, Friends of the Earth and Stop Climate Chaos and a trustee of the Refugee Council and Asylum Welcome. His working life has included spells in IBM, Oxfam, and as Chief Executive of Oxfordshire Mind and World University Service.

He worked in the motor industry for 30 years as a management accountant and change management consultant. He has chaired the Board of Governors for Carterton Community College. After retiring early he joined Carterton Town Council where he served as Mayor for two years; initiated the Carterton Fast Forward and Town Centre development programmes and established Carterton Community Centre Ltd which he currently chairs.

Patron of Archway and OxPAT, Trustee of Earth Trust and Oxfordshire Youth. Local Governor at Parklands School (Action for Children Special School) and holds a number of other voluntary posts. Worked as the Manager of a PACT (parents and Children Together) Family Centre and was joint founder of OX13 (a community youth group). She is also an Ambassador for PACT (Parents and Children Together) and the co-founder and Director of Appleton Community Shop


Sister Frances Dominica OBE DL

Trained as a nurse at the Hospital for Sick Children, Great Ormond Street, and the Middlesex Hospital. Sister of All Saints Sisters of the Poor since 1966. Founder of Helen and Douglas House. Fellow of the Royal College of Nursing since 1983. Honorary Fellow of The Royal College of Paediatrics and Child Health 1998.

She received the OBE in 2006. Honorary degrees from Open University, Oxford Brookes, London Metropolitan and Northampton University. Patron of REACT, International Children’s Palliative Care Network, Together for Short Lives, Sebastian’s Action Trust, Blythe House Hospice and the Ley Community.


Reverend Canon Glyn Evans DL

Glyn has been an ordained priest in the Church of England for over thirty years working in the dioceses of Coventry and Bristol before coming to the diocese of Oxford in 1989. He has been Diocesan Rural Officer in the diocese of Oxford since 1989 and he currently shares that role half-time with being the Central England Regional Director for The Farming Community. He is an Honorary Canon of Christ Church Cathedral Oxford, President of the Oxfordshire Rural Community Council, and Patron of the Archway Foundation.

He is Hon Chaplain to the Royal Agricultural Benevolent Institution and is also involved with a wide range of rural and farming groups locally and wider afield


Ms Tish Francis DL

Director of Oxford Playhouse from 1989-2008 and of own production and consultancy company TFA Ltd, she has been joint director of The Story Museum in oxford since 2009. She was chair and executive producer of Oxfordshire 2000, the organisation responsible for Oxfordshire's Own Millennium Festival and the 2002 Oxford Open City Festival celebrating The Queen's Golden Jubilee.

She is advisor to Oxford Inspires and Gravity Fields Festival, Grantham and a Trustee of The Rose Theatre, Kingston and new company Visible Theatre founded with an international professional ensemble aged 60-85. In 2008 Tish was awarded an Honorary Doctorate by Oxford Brookes University for her services to theatre and the arts.


Imam Monawar Hussain DL

Imam at Eton College, Muslim Chaplain to Oxford University Hospitals NHS Foundation Trust and the founder of The Oxford Foundation that seeks to support vulnerable, disaffected and low achieving young people through innovative educational programmes. He devised, pioneered and successfully piloted a unique educational programme confronting violent extremist ideology, aspects of which have been published and the programme has also been utilised to train RE teachers in the UK. 

Monawar also founded the national United for Peace: Communities United Against Extremism initiative that creates a shared space for people of faith or none to come together to affirm the values of love, peace, understanding and respect through a multi-faith service of readings, music and silent reflection. 

He is also a founding member of the Armed Forces Muslim Forum.  Monawar also serves as an advisor to a number of national charities including the Three Faiths’ Forum, the Dalai Lama Centre for Compassion, the Prison Phoenix Trust, and NSPCC national advisory group on safeguarding and Muslim Children.  He is also an Honorary Research Fellow at the University of Birmingham.

Brigadier Ian Inshaw DL

A former Army Officer who served his last five years of service as the Garrison Commander of Bicester Garrison. He then became the Chairman of the Oxfordshire Ambulance Trust and the North East Oxfordshire Primary Care Trust as well as Chairman of the NSPCC Full Stop Appeal for Oxfordshire.

Since his semi-retirement he has become the Chairman of P3ECO (Bicester) a company designed to facilitate the ECO Development in NE Bicester and is the Chairman of Soldiers of Oxfordshire. He is a founding member of the Responsible Oxfordshire Business Involvement Network (ROBIN) which links charities with businesses on a skills exchange basis for mutual benefit. He was the High Sheriff of Oxfordshire 2008


Mrs Anne Kelaart DL

Farmer and Landowner, she was previously Chairman of Friends of Dorchester Abbey; is President of Oxfordshire CLA and of Oxfordshire CPRE; a Trustee of the Oxfordshire Victoria County History; of All Saints Sisters of the Poor and of the Earth Trust; a Rural Officer in the Oxford Diocese. Nationally she was Chairman of the Farming and Wildlife Advisory Group until November 2008.

Mr David Mason DL

Landowner, farmer, former Polar explorer and author of two novels, having previously served for nine years as an officer in the Welsh Guards and Special Forces. He was a District Commissioner for the Oxfordshire Scouts for ten years. He is President of the Royal British Legion Oxfordshire, and Chairman of the County Forum of The Duke of Edinburgh's Award for Oxfordshire.

Associate Fellow at the University of Oxford Said Business School following a career as a Managing Director at JP Morgan. Other roles at the University of Oxford include being the Oxford lead for both the Goldman Sachs Foundation initiatives 10,000 Women and 10,000 Small Businesses UK, co-leading Oxford's "Inspiring Women in Leadership and Learning" and is a member of the Business School's External Relations Committee.

Outside Oxford she chairs the national educational charity The Orwell Youth Prize, and is a Governor of the further education Activate Group having held governance roles at national and local levels specifically in the education and arts sectors. She has a specific focus on women's entrepreneurship including working with women entrepreneurs in West Africa and Western China

Was originally a probation officer. She is a family mediator and trainer for National Family Mediation. She was previously Director of Oxfordshire Family Mediation. Marion was founder and Chair of Oxford Community Mediation. With her husband, Tim,
she jointly chaired Charity Centre Oxford, a registered charity that worked to find, support the purchase of and run a synergy programme in the Old Music Hall,
the shared building for charities and social enterprises in the Cowley Road.

Neil Sutherland OBE DL

Served with the Regular Army and the Reserves for a total of 37 years, during which time he toured Northern Ireland, Germany, the Falkland Islands and Bosnia Herzegovina, where he lead the post-war civil-military reconstruction project. 

Formerly Managing Director of Oxford Consulting LLP, Neil has also been the Major Bids Director for Carillion Private Finance and National Director of both Carillion Healthcare and Interserve Local Authority and Education. 

Neil is a Chartered Fellow of the Institution of Civil Engineers, a non-executive Director of several not-for-profit and commercial organisations in Oxfordshire and Gloucestershire, is a Committee member of the South East Reserve Forces and Cadets Association, Chairman of Project Inspire, a Fellow of St Birinus and was awarded the OBE in 1993.  Neil is also actively involved with Fernham Village Trust.

Chairman of the Ashmolean Museum Board of Visitors and ISIS Innovation Limited. A fellow of the Royal Society of Chemistry, Chairman of the Royal Commission for the Great Exhibition of 1851, and Chairman of Garsington Opera. Dr Kate Tiller DL

Historian, Reader in English Local History, University of Oxford (now Emerita) and a Founding Fellow of Kellogg College. She has written or edited numerous books and articles, many on Oxfordshire history, including the Historical Atlas of Oxfordshire, published in 2011 and covering the county from prehistory to the present day. She chairs the Oxfordshire Victoria County History Trust, chaired the Oxfordshire Blue Plaques 2008-12, and is a trustee of the Oxfordshire Record Society.

She serves on the advisory boards of the Soldiers of Oxfordshire Museum and of the East Oxford Capturing Histories project, and has connections with many community history groups, for example becoming, in 2015, Hon. President of the Hook Norton Local History Group.  Committee Member of Oxford University Rugby Football Club.

Fellow of the Society of Antiquaries and of the Royal Historical Society. She is a Trustee, and Education Chair of the British Association for Local History, and since 2014 their first corresponding member in a new link with the American Association for State and Local History. She is a visiting fellow at the Centre for English Local History, Leicester University, member of the national advisory board of the VCH at the Institute for Historical Research, London, and a patron of the Historic Chapels Trust. Former Vice Chancellor of Oxford Brookes University he is currently president of the Oxford Playhouse, Chair of the Board of Experience Oxfordshire and Chair of Oxford Expression Technologies. He has previously held a range of senior appointments which include Chair of the Oxfordshire Community Partnership and a member of the Boards of the Oxfordshire Economic Partnership and the Heart of England Training and Enterprise Council, a chartered psychologist, a Fellow of the British Psychologist Society and a Fellow of the Royal Society of Arts.

During his academic career he carried out research and wrote on a wide range of topics in the fields of educational psychology and Special Educational Needs. He has published over 100 articles, books and research reports.

Mr Venables sits on Islip Parish Council, is a Trustee of Islip Village Hall and is Joint Chair of the Oxford City Council Economic Steering Group.  He is a Director of VSL & Partners, is a member of the Royal Institute of Chartered Surveyors, a Board Member of Experience Oxfordshire and sits on the Board of the Oxfordshire Local Enterprise Partnership.
