How to apply for permission to film on the public highway.

Oxfordshire Film Office is the appointed film commission for Oxfordshire, managed by Oxfordshire County Council. We are responsible for approving all filming taking place on the public highway in the City of Oxford and the County of Oxfordshire.

We promote Oxfordshire as a region with prime and diverse filming locations and a rich history of major film productions and world acclaimed television series.  Our experienced filming liaison team provides dedicated assistance to the film and television industry undertaking productions in the county.

We support productions by providing the necessary permits, locations advice and liaison with other authorities, businesses and colleges. We work in partnership with Creative England to attract international and national television and film productions to the region.

Filming on the public highway

Filming on the public highway (including the footway) requires our agreement. Any proposed filming on private property which may affect the highway, cause alarm or a danger to the public or may cause an obstruction requires our consent.

Filming on an Oxfordshire County Council maintained Public Right of Way and the Thames Trail requires permission from the landowner before consent can be given and the path must not be obstructed at any time during filming.

How to apply

Make sure you read our ​filming policy (pdf format, 48 KB) and risk assessment form (doc format, 51 KB) before you complete the application for filming in Oxfordshire.


The following charges will be made when filming on the highway:

  • Small production (1 - 5 crew) - £70 per day
  • Medium production (6 - 11 crew) - £150 per day
  • Large production (11 - 29 crew) - £450 per day
  • Major features (30 - 40 crew) - £1,000 per day
  • Major features (41+ crew) £1,750 per day + £50 per hour (officer time at location)
  • Further associated charges (site visits, materials, alterations, clearance etc.) after one initial meeting - £50 per hour

If you are considering a road closure for filming purposes, the team will require at least 8 weeks’ notice to process the Special Event Order needed for this legal process. Please supply details on the filming application form or contact the team for further information.

Creative England’s database is populated with local facilities and crew. Registration is free, so whether you are an experienced professional or new entrant, an established business or start-up company, register on the database so productions filming in the region can find you.

Your property could be just what filmmakers are looking for, be it a cottage or a castle, a suburban semi or stately home.  So, if your property is based in England, outside of London and could accommodate filming, register on Creative England’s free database.
