How to apply for permission to film on the public highway.

We receive many requests to film on Oxfordshire's highways or to park vehicles on the highway whilst filming takes place.

We recognise the positive contribution film production can make by generating economic benefits and film tourism.

We are a member of Creative England’s Film Friendly Partnership network, welcoming filming to Oxfordshire, ensuring cooperation and commitment to assist production.

Filming on the public highway

Filming on the public highway (including the footway) requires our agreement. Any proposed filming on private property which may affect the highway, cause alarm or a danger to the public or may cause an obstruction requires our consent.

Filming on an Oxfordshire County Council maintained Public Right of Way and the Thames Trail requires permission from the landowner before consent can be given and the path must not be obstructed at any time during filming.

How to apply

Make sure you read our ​filming policy (pdf format, 48 KB) and risk assessment form (doc format, 51 KB) before you complete the application for filming in Oxfordshire.


The following charges will be made when filming on the highway:

  • Small production (1 - 5 crew) - £70 per day
  • Medium production (6 - 11 crew) - £150 per day
  • Large production (11 - 29 crew) - £450 per day
  • Major features (30 - 40 crew) - £1,000 per day
  • Major features (41+ crew) £1,750 per day + £50 per hour (officer time at location)
  • Further associated charges (site visits, materials, alterations, clearance etc.) after one initial meeting - £50 per hour

If you are considering a road closure for filming purposes, the team will require at least 8 weeks’ notice to process the Special Event Order needed for this legal process. Please supply details on the filming application form or contact the team for further information.
