In most cases planning applications are dealt with by the district councils. Oxfordshire County Council is responsible for deciding planning application that are concerned with the management of waste or extraction of minerals, and applications for development by the county council itself, for example extensions to schools or libraries.

We formulate policies for the Minerals & Waste Local Development Framework. Other relevant policies for Oxfordshire are in the South East Plan and district council plans. There are also three policies from the now superseded Structure Plan that are still in force.
The Government have named North West Bicester as one of the new eco-town locations in the new eco-towns Planning Policy Statement. Weston Otmoor is not on this recently published shortlist of favoured eco-town schemes.
