How the future Regional Spatial Strategy for the South East is being developed.
South East Plan
We are helping the South East England Regional Assembly (SEERA) produce the South East Plan. The South East Plan is the name given to the Regional Spatial Strategy for the South East which will guide development in the South East England region up to 2026. The South East Plan will eventually replace the Structure Plan for Oxfordshire and for other counties in the region.
As part of the South East Plan, a total of 47,200 homes need to be built in Oxfordshire between 2006 and 2026. Much of these are already planned in the Oxfordshire Plan 2016 but the remainder that need to be built after 2016 still need to be planned. This is what SEERA have asked our advice on.
In August 2004 SEERA asked us, as the principal authority - working with the district councils and partners - to prepare a sub-regional strategy for Central Oxfordshire. A report outlining our preferred strategy was submitted to SEERA in October 2004. Consultation on the draft South East Plan, including a section on options for development in Central Oxfordshire, took place between January and April 2005 and was led by SEERA. We carried out consultation locally on the draft South East Plan and held a number of public meetings in the county.
After the consultation on the draft South East Plan SEERA asked us for further advice on options for the distribution of housing by district for both the Central Oxfordshire sub-region and for the rest of the county. We consulted on this for a period of six weeks from 16 September until 28 October 2005 (background information to this consultation is available to download below). The results of this consultation helped us prepare our final advice to SEERA on a strategy for Central Oxfordshire and a district housing distribution.

What happens next
- December 2005 - our advice on a strategy for Central Oxfordshire and district housing distribution submitted to SEERA
- February 2006 - SEERA will decide the final content of the full South East Plan
- March 2006 - Submission of the full South East Plan to Secretary of State
- March 2006 to June 2006 - Secretary of State's Public Consultation on the South East Plan
- November 2006 to March 2007 - South East Plan Examination in Public (EIP)
- Summer 2007 - Panel report published
- End of 2007 - Proposed Modifications published
- Spring 2008 - Final plan issued by government
