Covered Play Area. Shrivenham CE Primary School

The report outlines an application for the erection of a single storey extension and covered play area at Shrivenham CE Primary School. The proposal is to use the extension for toilet and cloakroom facilities for the Early Years Unit as the current facilities at the school do not meet the recommended requirements for current pupil numbers. The proposed covered play area would also be used by the Early Years Unit for outside activities in poor weather. The application is being reported to this Committee as an objection has been received from a local resident. The site is also located within the Conservation Area and the front part of the school is a Grade II Listed Building. The report describes the main issues involved in this case and the conditions which are considered appropriate to overcome the objection received.

 

The Committee is RECOMMENDED to grant planning permission for  Application Number V.06/07 for the erection of an extension to provide cloakroom and toilet facilities for the early years unit and construction of covered play area at Shrivenham CE Primary School, subject to conditions to be determined by the Head of Sustainable Development but to include the following matters:

 

1.                  Detailed compliance – that the development must be carried out strictly in accordance with the particulars contained in the application and the plans accompanying.

2.                  Detailed duration – 3 years – that the development shall commence within 3 years of the date of the permission.

3.                  Approval of sample external materials – that samples of the external materials proposed to be used shall be submitted to and approved in writing by the Head of Sustainable Development prior to the commencement of development.

4.                  Replacement tree planting – that the land be landscaped and planted with replacement tree planting in accordance with a comprehensive planting and landscaping scheme first approved by the Head of Sustainable Development.

5.                  Landscaping implementation – that all planting, seeding or turfing comprised in the approved details of landscaping shall be carried out in the first planting season following the occupation of the buildings or the completion of the development, whichever is the sooner.

6.                  Tree protection during construction works – that no development shall take place until the trees on the site, which are to be retained and which are adjacent to or within the development area, have been protected during building operations by means of a protective fence around the edge of the canopy of the trees.

7.                  Contractors compound - the location of any contractors compound to be submitted and agreed (and appropriately fenced off) prior to the commencement of development.

8.                  Damage to Manor Lane - any damage to the surface of Manor Lane as a result of construction works traffic shall be made good following the completion of the development.

 

Informatives:

Archaeological informative – If archaeological finds do occur during development, the County Archaeologist shall be notified in order that he may visit the site and advise as necessary.

Bats – If bats are found to be present at any time during the development then work shall stop immediately and the County Ecologist notified in order that he may visit the site and advise as necessary.

Fire Precautions – The scheme should accord with Oxfordshire County Council’s policy relating to the appropriate level of Fire Precautions in accordance with current Building Regulations Legislation.

 

6.                 Continuation of Development Permitted Under

Permission No. C.10/06 (Retention of Temporary

Building for 5 Years by Rainbow Playgroup to be Run

Between the Hours of 8.00 – 4.00 pm Monday-Friday

Term Time Only) without Complying with Condition 3

of that Consent (to Allow the Use of the Building for

an Additional Period of 6 Hours Per Week Between

9.00 – 3.00 pm Monday to Friday During School

Holidays at Glory Farm School , Bicester

The report outlines the proposal by the Rainbow Playgroup at Glory Farm School , Bicester to increase the hours that it is open to the public.  The existing permission allows the Playgroup to operate from 8.00 am-4.00 pm on weekdays during school term time.  This current application seeks permission to extend that for an additional six hours a week (weekdays only) during school holidays.  The application is being reported to Committee as a number of objections to the application have been received from local residents.  The main issue to consider in this case is whether allowing a further extension of the hours of use at the Playgroup building would adversely affect the residential amenities of neighbouring properties.

 

The Committee is RECOMMENDED to grant planning permission for Application No. C.06/07 (to allow the Rainbow Playgroup Bicester to extend its opening hours to include school holiday use on Wednesday afternoon from 1.00-4.00 pm and Thursday morning from 8.45-11.45 am) subject to conditions to cover the following matters:

 

(1)               detailed compliance – the development to be carried out strictly in accordance with the application and accompanying plans.

(2)               temporary permission – that on the expiration of a period ending on 30 November 2011 the building shall be removed and the land left in a tidy and orderly state.

(3)               that the hours of use of the building shall be as follows:

·        8.00 am-4.00 pm Mondays to Fridays during school term time.

·        1.00 pm-4.00 pm Wednesdays and 8.45 am-11.45 am Thursdays only during school holidays.

·        No use on weekends.

(4)               that the building shall not be used for Adult Education.

(5)               that the number of children using the building at any one time shall not exceed 25.

(6)               existing Travel Plan to be updated to take account of this development.

 

7.                 Continuation of Use and Re-Arrangements to

Existing Waste Recycling Centre to Include

Extended Drop Off Area, New Skips, Removal

of Mud Verge and Implementation of New One Way

Traffic System and Associated Landscaping to

Site Boundaries – Oakley Wood Civic Amenity Site

Benson.  Application No: S.06/07

Temporary Planning permission for improvements to the Civic Amenity Centre at Oakley Wood was granted in 2005 (the permission expires in 2009).  The approved works have to date not been carried out.  This application now seeks a permanent permission for those improved facilities in order to justify the financial outlay in undertaking these works. The works would improve the extent of the facilities (the number of skips) at the site to enable more waste to be separated and recycled.  It would also improve the vehicular circulation on the site by allowing a better flow of traffic by creating a looped, one way road and avoiding congestion at the site entrance.

It is RECOMMENDED that planning permission be granted for Application No. S.06/07 (for continuation of use and improvements to the existing waste recycling centre at Oakley Wood, Benson, to include extended drop off area, new skips, removal of mud verge and introduction of new one way system and landscaping) subject to conditions to be approved by the Head of Sustainable Development but to include the following matters:

 

(1)               detailed compliance – that the development be carried out strictly in accordance with the application and accompanying plans;

(2)               detailed duration – 3 years – that the development be commenced within 3 years of the date of this permission;

(3)               opening and operational hours of the site to be as follows:

 

            1 April-30 September         Operational hours

                                                            07.30-17.30 Friday to Wednesday

                                                            07.30-20.30 Thursday
