The Early Intervention Service offers high quality early intervention and specialist services to children, young people and families with additional and complex needs, both through our staff and across partner agencies.
All community partner agencies are actively involved in service delivery to ensure integrated, inclusive solutions to best improve outcomes for children and young people from birth to 19 (up to 25 where there are Special Educational Needs). View the hub core offer (pdf format).

The hubs are a base for direct work with children, young people and families locally. They also provide a venue for others to work with children, young people and their families and through which youth sessions can be delivered in the evenings and weekends.
Central Area boundary change
After three months of operations, and following in-depth work on the needs of families in the Central Area, the Early Intervention Service has reviewed its boundaries and is changing them to better reflect local needs. This will also help to ensure that the two hubs in the area have a balanced workload and sufficient capacity to meet those needs.
In summary, the boundary shift means:
- Littlemore hub covers Cowley, Blackbird Leys, Northfield Brook, Littlemore, Rose Hill, Iffley Fields, Lye Valley and Cowley Marsh
- East Oxford hub covers the remaining wards of Carfax, Hinksey Park, Jericho and Osney North, St Margaret's, Summertown, Wolvercote, Barton and Sandhills, Churchill, Headington, Headington Hill and Northway, Marston, Quarry and Risinghurst, St Clement's, St Mary's, Forest Hill and Holton and Wheatley
The changes came into effect from 1 January 2012 and only apply to new cases. Existing cases will continue to be supported through current arrangements and will not be transferred across to ensure continuity of service for schools and families involved.
Children's Centres
Children’s centres are for children under five and their families and are places where they can find a variety of activities, play, information and support from professionals working in a wide range of fields, whatever their background or circumstances. Satellite services
Satellite sites and outreach services will operate away from the hubs to meet local needs. Satellite sites will be in the following locations:

Youth provision will also be delivered at Gloucester Green.
Referral process
We have created a single request-for-service system with all partners and agencies building on integrated assessment processes including Common Assessment Framework and Team around the Child/Young Person/Family to ensure processes make it easier to access services quickly. People making a referral to the early intervention service will be asked about the existing support in place for the family and what additional services or support may be needed from the early intervention service to improve outcomes for the children, young people and families involved. Hub consultation/advice line
Each hub operates a consultation/advice line whereby professionals can seek advice and support about vulnerable children, young people or families in their hub area. This consultation advice line is available Monday- Friday from 9am- 5pm. During busy periods, messages may be left on the answerphone and then a member of staff will contact the caller at the earliest opportunity.
Safeguarding concerns
The consultation service already provided by Children's Social Care will continue. This service offers 'no names' consultations to staff working in universal services through the Assessment teams' duty desks or through identified link social workers and Locality Senior Practitioners. The aim is to support staff by sharing their concerns and providing advice and guidance in relation to children and young people where there may be child protection issues.
Volunteer youth mentors
Volunteer youth mentors are matched with a young person with whom they build a relationship over the course of a year. Usually they will meet up once a week for a couple of hours and occasionally doing something special such as a trip to the cinema or bowling.
