Details about the proposed Cogges Link Road in Witney.
The Secretary of State has refused the compulsory purchase order necessary for the construction of the Cogges Link Road, following the public inquiry last year. Following the decision, the county council has withdrawn applications for a time extension and to clear the conditions.
There is still a need to improve traffic conditions in Witney. We are working with the district council to find the best way forward as soon as possible. Joint teams will commission work over the summer to feed into the West Oxfordshire core strategy, followed by consultation in the autumn on options and a way forward.
Public Inquiry 2011
The Cogges Link Road Public Inquiry began in Witney on 22 September and closed on 30 November.
Background
In 2009 planning permission was granted to build a new link road around the south-eastern edge of Witney in order to ease congestion and improve air quality.
The Cogges Link Road will connect Witan Way (south of the town centre) to the Oxford Hill junction with Jubilee Way (on the eastern outskirts of the town). It will run to the south east of the Cogges residential area, and form a second river crossing over the River Windrush. It will provide a valued link between the north and east sides of the town and the A40 west of Witney, whilst avoiding the need to travel through the town centre.

The benefits of the proposal
Subject to statutory procedures later this year (see Statement of Case below), the proposal will improve the town centre environment by reducing the amount of traffic, particularly in Bridge Street, which is used by around 30,000 vehicles per day.
Provision of an additional river crossing will enable traffic management measures to be implemented in Bridge Street to further reduce traffic movements through this sensitive corridor, which is part of the Air Quality Management Area (AQMA) and within a Conservation Area.

This should be read in conjunction with paragraphs 45 and 46 of the Statement of Case (above), which describes the proposed changes to the Oxford Hill/Jubilee Way/Cogges Hill Road junction.
